Much satisfaction I have derived from the prompt action taken upon my instructions regarding the recent disturbances. It is apparent that there is room for reform, and I observe with more than regret that illegal recourse has even been had to punishments for prison offences beyond what the law allows.
I cannot regard the explanation offered by Mr. Tomlin as satisfactory.
5. I approve of the appointment of Captain Ducat as Acting Superintendent in place of Mr. Tomlin, during the absence on leave of Mr. Tonnochy, and shall be glad to learn whether this change has led to any diminution of prison offences.
The greater strictness of the Superintendent may possibly be the cause of the decrease in the number of trivial matters being reported. The individual disposition and temperament of the officer in charge, as seen in Mr. Tonnochy's case, has been noteworthy. Mr. Tonnochy has been attached to the Pentonville Prison and will afterwards be transferred to the Chatham Prison.
